Introduction to Chemical Facility Anti-Terrorism Standards (CFATS)


Chemicals are vital to the economy. They are used to develop medicines, provide refrigeration for food, manufacture fuel for vehicles, and build the microchips that run smartphones. However, in the hands of a terrorist, some chemicals could potentially be weaponized.

Managed by the Cybersecurity and Infrastructure Security Agency (CISA), the Chemical Facility Anti-Terrorism Standards, or CFATS, program is a regulation focused on identifying and reducing the risk of certain hazardous chemicals being weaponized at chemical facilities determined to be high-risk by the Agency. CFATS ensures that these facilities have security measures in place that meet five risk-based performance standard guideposts: delay; detection; response; cybersecurity; and security management (covering security plans, policies, and procedures). CFATS is executed by Chemical Security Inspectors (CSIs) located across the country and is supported by compliance analysts, policy experts, and other headquarters elements. Since its inception in 2006, CFATS has become a cornerstone of chemical security—not just domestically, but also as a model to address chemical security internationally.
